EUDR Update: 11-26: 1-Yr Delay Clears Parliament – Adds New Complication

Following the European Parliament’s plenary vote today, the following points summarize the current status of the EU Deforestation Regulation (EUDR) and the specific impacts on US operations.
NOTE: This is the approved Proposed Amendment by the Parliament. It is not yet law.
EUDR Compliance Timeline Extension (Approved)
The Parliament has approved a one-year delay to the implementation timeline.
Large Corporations: Compliance date moved to 30 December 2026.
SMEs: Compliance date moved to 30 June 2027.
Mandated Simplification Review
The Commission is to complete a "Simplification Review" by 30 April 2026. This review will reassess the administrative burden and propose further legislative changes to the EUDR if the current systems are found to be inefficient.
Downstream EUDR DDS "Simplification" Does Not Apply to US
While the Parliament passed amendments to simplify reporting for downstream SME operators, these benefits do not apply to upstream suppliers. US exporters and manufacturers supplying the EU market must still provide full Due Diligence Statements (DDS) and supporting data.
New EUDR Exemption: Printed Media
The Parliament adopted a new amendment removing "Printed Media" (HS Code 49) from the scope of the regulation. This exemption was not previously approved by the Council or the Commission and represents a significant divergence from the original text.
Negotiation Requirements
Because the Parliament introduced substantive changes (Printed Media exemption) rather than a simple date change, the text is no longer identical to the Council's position. This necessitates "Trilogue" negotiations between the Parliament, Council, and Commission to reconcile the text prior to the final voting window (December 15–18).
Procedural Status & Critical Deadlines
Today’s vote was a procedural step to finalize the text of the EUDR Delay Amendment Proposal. The upcoming vote in December is the last chance to ratify this Amendment before the current compliance deadline of 30 December 2025. Until this Amendment is formally ratified and signed, the delay is not official.
Outlook for EUDR Delay Approval
Despite the procedural hurdles, the Printed Media exemption enjoys wide political support and is expected to clear the Council and Commission negotiations. This exemption is viewed as the final hurdle to be resolved before the final approval and adoption of the Amendment next month.
This vote establishes the Parliament's official Proposed EUDR Delay Amendment. The vote next month is required to make it law. Until then 30 December 2025 is still the official compliance start date.
